The Rochester Police Scuba Team had been searching the river throughout the day, and police put up a blue tarp along the river near Corn Hill later that afternoon.
Rowe was last seen leaving School No. 12 Thursday morning.
His family says they did not know he was missing until he did not get off the bus with his sister later that afternoon.
